Chapter 2 - Establishment of Criteria

     Development of Criteria:

       a. indicative of good or services worth
       b. should be specific and discrete
       c. developed around goals/objectives of good or service
       d. sources include stakeholder, literature, similar
          goods or services

     Validation of Criteria:

       a. concurrence with similar studies 
       b. input from stakeholder
       c. input from content area experts
       
Chapter 3 - Procedures

     A. Selection of Appropriate Model

          In an evaluation study, one of the primary goals of this
          section is a review of literature is to identify
          previously developed evaluation models and to determine
          which of these models is best used in your particular
          instance.  

          First, remember that evaluation can be:

          - formative: done prior to or during the developmental 
            or procurement stage of a product or service to ensure
            that it meets stated objectives and criteria

          - summative: done after a product or service has been
            completed to ensure that it meets stated objectives and
            criteria

          Models that can be used include, among others:

               Objective-oriented approaches:
     
          The specification of goals and objectives and determining
          if they have been met.  Steps include selection of
          selection of objectives, selection of instrumentation,
          selection of evaluation design, data collection,
          data analysis and interpretation/reporting of results.
     
               Decision-Oriented approaches:

          Determining the decisions to be made and then collecting
          analyzing the information needed to make these decisions.
          After the decisions are identified and researched, the
          results are reported to decision making authorities.
          Type of decision-oriented approaches include needs
          assessment, program planning, implementation evaluation,
          process evaluation and outcome evaluation.
